Educational Requirements: First class Degree in Mechanical/ Production/ Industrial Engg. from AICTE/Govt. approved institutes or equivalent
Experience Requirements: Minimum seven (07) years service out of which at least 3 years should be in the grade of Rs. 20600-46500 (IDA scale) / 9300-34800 (GP 5400 - CDA Scale)
Desired Skills: Knowledge & experience in capacity/capability assessment of Industrial units, preparation of Quality Assurance plan/ Test plan/ Non-destructive testing techniques like RT, UT, MPT, LPT, having worked in Quality cell of an organisation and awareness of ISO quality systems will be of added advantage.

TERMS & CONDITIONS OF DEPUTATION
1. Period of Deputation
The normal tenure of deputation is three years with provision for extension upto five years subject to mutual consent of both organizations.
2. Joining Time
He will be entitled to joining time as admissible under lending organization service rules and the liability of pay and allowances etc., on both the occasions i.e. at the time of joining and repatriation lies with the borrowing organization (RITES).
3. Deputation and other Allowances
Government employees on deputation, during deputation tenure, would draw Parent Pay plus Deputation Allowance. In addition, he will be entitled to Expert Professional Allowance @ 20% of his Basic Pay + Grade Pay. He will be entitled to DA as admissible under the rules of the lending organization.
In case of CPSE employees in IDA scales of pay, they would be entitled to their parent pay and allowances plus deputation allowance or the pay of the post for which selected under IDA scales of pay.
4. Travelling Allowance
Travelling expenses on appointment and reverting back will be paid in accordance with the rules of borrowing department or as prevalent in lending organization, whichever are favourable. While required to proceed on tour, the TA rules of the borrowing oganisation will apply. The liability on these accounts is that of borrowing organization (RITES).
5. Promotion Benefits
During the tenure of deputation, if he gets promoted in his parent department, the borrowing organization will have no objection to relieve him. If he continues on deputation, fixation benefits will be given to him on account of the promotion in present cadre.
6. House Rent Allowance
This will be in accordance with the rules of borrowing organization (RITES). He can also avail Lease facility in lieu of HRA, as per the prevailing policy.
7. Leave Travel Concession
LTC is given for one block i.e. period of 4 year for CDA employees. However, LTC benefit for IDA employees has been included in Fixed allowances. Hence they are not eligible for LTC claim. However, they can avail the income-tax benefits on production of travelling documents such as air tickets or train tickets of self and dependent family members.
8. Payment of FSC
Bill of Foreign Service Contribution (FSC) may be raised by lending organization, on verification of FSC bill as per prevalent rates in RITES, payment shall be made.
9. Medical Facility
He will be entitled for medical facility in accordance with the rules of the borrowing organization for the officers of corresponding status under the organization or at the option of the officer to enjoy the facility as existing in his parent organisation.
10. Performance Related Pay (PRP)
He would be entitled to Performance Related Pay (PRP), if he is in IDA scale on the basis of his performance and rating awarded to him in a financial year. However, this benefit is not applicable to employees of CDA scale.
