Background
The Government of Maharashtra through Government of India has received credit from the
International Development Association for implementation of Maharashtra Agricultural
Competitiveness Project (MACP).
The Project Development objective of the MACP is to increase the productivity, profitability
and market access of the farming community in Maharashtra. This would be achieved by
providing farmers with technical knowledge, market intelligence and market networks to
support diversification and intensification of agriculture production aimed at responding to
market demand. Farmers will also be assisted in establishing farmer organizations, developing
alternative market channels outside of the regulated markets and in supporting the
modernization of promising traditional wholesale markets. The project has three components
viz., (i) Intensification and diversification of market led production; (ii) Improving Farmer
access to Markets by Promoting alternative Markets and Modernizing existing APMC, and (iii)
project coordination and management.
Intensification and diversification of market led production: by providing market led agriculture
technology transfer to improve productivity and quality production and market information and
marketing intelligence, agribusiness opportunities through agribusiness promotion facility and
livestock improvement through livestock support services.
Improving Farmer access to Markets by Promoting alternative Markets and Modernizing
existing APMC: by promoting alternative marketing systems involving farmers in the formation
of producer groups, their associations, developing Farmers Common Service Centre (FCSC),
introducing E-Marketing platform with the help of commodity exchanges, by producing
warehouse receipt financing to overcome price risk and to provide moderate improvement in
Rural Haats. Besides modernization of selected APMCs and Livestock Markets.
Project management: would help to ensure effective project management at the state and district
levels, and support information and logistics, communications, project related consultancies and
monitoring and evaluation.
Overview:
PART 1 – MMIP (APMC & LSM)
The Agriculture Produce Market Committees (APMC) and APMCs market yard has been
established under the Maharashtra Agricultural Produce Marketing (development and
Regulation) Act, 1963 for facilitating wholesale marketing of agricultural produce in the state of
Maharashtra. The state has 294 main market yards and 612 sub market yards.
There is a need to improve the functioning of these markets by providing necessary
infrastructure, training the manpower connected with management of these markets and making
the market management responsive to the market users. Hence, it is proposed to modernize and
upgrade a total of 100 APMC markets in Maharashtra under the Market Modernization and
Improvement Plan (MMIP), and the project has identified two categories of infrastructure
requirement for modernization viz., Basic infrastructure and Productive infrastructure.
– Basic Infrastructure: Basic infrastructures are those that promote improved handling of
commodities, improved hygiene and improved price dissemination and in general as a stand
alone infrastructure it would be a non-revenue generating. For such kind of infrastructure,
commercial loan is not available in the market. Illustrative basic infrastructures are (1)
auction hall, (2) internal road, (3) toilets, (4) parking, (5) price display board, (6) loading
platform, (7) ramps, (8) waste management (9) setting up of alternative purchasing methods
in APMC such as direct marketing facility for farmers to buyers and direct bulk supply to
organized retailers (10) compound wall / boundary fence etc.
