By Direct Recruitment: Educational Qualifications and Experience:
Post-graduate degree in Arts/Commerce/Science/Engineering or MBA or PG diploma in Personnel management from an institution/University of repute having 12 years experience in Administration out of which 5 years’ experience should be as Administrative Officer in the scale of ` 15600-39100 in PB-3 with GP of ` 6600/- or equivalent in Government / PSU / Autonomous Institutes / Scientific R&D Institutes / Reputed Organizations in a supervisory capacity in the areas such as Administration, Recruitment, Stores, Purchase, Finance, Accounts, Establishment, House Keeping, Vigilance etc.,
By deputation/Short Term Contract: Educational Qualifications and Experience:
Officers working in Central/State Government/Autonomous bodies of Central/State Government/Universities/research institutions either:
(i) On analogous posts and possessing educational qualifications and experience prescribed for direct recruitment to the post

Job Requirements: Planning, organizing and supervision of the administrative/Personnel affairs of the Institute. Supervision of Personnel/Establishment matters, convening the meetings, preparation agenda/minutes etc., maintenance, upkeep and security of the premises and property of Institute, implementation of the Official Language Policy of the Government and carry out any other related work or responsibility assigned to him/her from time to time.

Essential Qualifications:
For Direct recruitment: Educational Qualifications and Experience:
Graduate in any discipline from recognized university/institutions of repute with minimum one year experience in Administration/Finance & Accounts/Stores in Scientific R&D Institutes / Reputed Organizations.
Desirable Qualifications:
(i) Proficiency in typing and computer applications.
(ii) Maintenance of Stores, institutional infrastructure
(iii) Overseeing of housekeeping activities
(iv) File/Record keeping etc.,
Job Requirements: Maintenance of records of the section, typing works on computer, maintenance of stores, document filing, general cleanliness & upkeep of the section/unit, carrying of files and other papers within the building, Photocopying, assisting in routine office work like diary, dispatch, including data entry on computer etc.
GENERAL CONDITIONS:
The general conditions governing the Advertisement No. 01/2013 are as follows:
1. The advertised positions carry usual allowances as admissible to Central Government Employees of the same pay and status posted at Kalyani. Higher initial start may be considered in deserving cases.
2. The above posts are covered under New Pension Scheme of Govt. of India and will be eligible for others benefit like Medical, LTC, Children Education Allowance etc., as per Government/Institute rules.
3. The total number of vacancies advertised against in each category is provisional and may vary at the time of selection. If more vacancies with identical job requirements become available at the time of selection or within one year after the selection, these can also be filled from among the candidates who may apply for the above posts from the empaneled candidates.
4. It may be possible to consider appointments with one grade lower than the grade advertised (in the same group) depending upon the recommendations of the Selection Committee.
5. Appointments will be made with an initial probation period of one year which may be extended at the discretion of the Competent Authority. Confirmation of appointment will depend on performance of the candidate.
6. Mere fulfilling minimum qualification will not entitle an applicant to be called for interview. The applications will be screened by a Committee and applicants found suitable will be called for written test and/or interview. The decision of the Competent Authority will be final and binding in this respect.
7. Applications from employees working in Government departments, Public Sector Undertakings, Autonomous bodies and Government funded research institutes will be considered only if the application is forwarded through proper channel.
8. Canvassing in any form and/or bringing in any influence, political or otherwise will automatically disqualify the candidate for the post.
9. Age limits shall be reckoned as on the closing date for receipt of application.
10. The maximum age prescribed for a post is to be reckoned in the case of SC/ST/OBC/Ex-service persons/Physically-challenged persons, with relaxations as admissible under the Central Government rules. Other prevailing concessions for these categories will also be observed.
11. Experience for the positions mentioned in the advertisement will be reckoned from the date of acquiring the qualification prescribed for the position.
12. The terms & conditions in respect of experience, educational qualifications and age may be relaxed by the Competent Authority at its discretion, in the case of candidates otherwise well qualified.
13. Candidates called for written test and/or interview will be paid to & fro single AC III tier rail fare from the actual place of undertaking the journey or from the normal place of residence whichever is nearer to Kalyani Railway Station on production of relevant document of travel. However, reservation and sleeper charges and surcharge on superfast trains will be admitted if requisite ticket/receipt etc., is submitted as proof of having actually incurred the expenses. In the absence of valid details in the TA claim, the surcharges, etc., will not be allowed.
14. Incomplete applications and/or the applications received after the last date are liable to be rejected and no interim enquiries will be entertained to.
15. 16. Separate application with the DD has to be submitted for each position applied. Call letters to attend written test and /or interview will be sent only to the short-listed candidates by Email or Speed post or Registered Post or Courier service. No correspondence will be made with applicants who are not short-listed /not called for written test and /or interview.
17. NIBMG reserves the right not to fill any or all the posts, if it decides so.
18. All disputes are subject to Kolkata jurisdiction only.
19. The Institute will not be responsible for any postal delay at any stage in the recruitment process.
