Filling up the post of Library & Information Officer (General Central Service, Group ‘A’, Gazetted, Non-Ministerial) in PB-3 [Rs. 15600-39100/-] with Grade Pay of Rs.6600/- in the Office of UPSC on deputation (including Short Term Contract) basis.

Pay Scale: Rs. 15600-39100/- with Grade Pay of Rs.6600/-
Employment Type: Contract basis
Educational Requirements: Master’s Degree of a recognized University
It is proposed to fill up one post of Library & Information Officer (General Central Service, Group ‘A’, Gazetted, Non-Ministerial) in the scale of Pay of Rs. 15600-39100/- with Grade Pay of Rs.6600/- in the Office of UPSC on deputation (including Short Term Contract) basis.
2. Eligibility Conditions: - By Deputation (including Short Term Contract):-
Officers under the Central Government or State Government or Union Territory or any Autonomous Organization including an University:
(a) (i) holding analogous posts on regular basis; or
(ii) With five years’ regular service in the post in the pay scale of Rs. 8,000-13,500 (pre-revised) (Revised Pay Scale of Rs.15600-39100 with Grade Pay of Rs.5400) or equivalent; or
(iii) With eight years’ regular service in post in the Pay Scale of Rs. 6500-10,500 (Pre-revised) (Revised Pay Scale of 9300-34800 with Grade Pay of Rs.4600); and
(b) Possessing educational qualifications and experience as under;
(i) Master’s Degree of a recognized University;
(ii) Master’s Degree or equivalent Diploma in Library Science of a recognized University or equivalent; and
(iii) Five years’ experience in supervisory capacity in a Library.
Desirable:
Experience of Computerizing Library activities.
3. List of duties & responsibilities attached to the post of LIO:-
a. To look after the organization and maintenance of the Library
b. Administration & supervision over the Library
c. Supervision over the technical side of work of the Library such as classification, cataloguing and processing of books and journals.
d. To suggest latest published books which are suitable for the Library, aiding book selection and guiding acquisition (from book reviews & books received on approval basis in the Library.
e. Conducting Library Committee meetings for book selection (in English and Hindi) and setting under Library affairs.
f. Acquisition of “Complimentary Copies” from other Govt./Non-Govt. Organization.
g. Inter Library loan service and liaison with other libraries for procurement of books on loan needed by the Commission.
h. Reference Service: To render accurate and prompt reference service to the Chairman, Members and Senior Officers of the Commission.
i. Keeping close watch over the circulation of magazines/ Newspapers and co-coordinating the requests of the Members/Officers/Staff of the Commission.
j. Subscription to periodicals & Newspapers and their annual renewals.
k. Passing of bills towards the purchase of books and periodicals and maintenance of Library expenditure.
l. Budgeting & Submission of Annual and Supplementary budgets for the year.
m. Assisting the annual “Inspection” of the Library and conducting physical verification of books
n. Answering the audit party queries and objections
o. Weeding out old magazines & Newspapers and old books periodically and their disposal through auctioning, shredding etc
p. Loss of books and their writing off from the Library stocks.
q. Preparation of “Bibliographies” and specialized subjects and maintenance of special collections for the use of the Commission/Members.
r. Maintenance of Membership of UPSC with other Organizations.
s. Taking suitable steps for improvement in the existing methods & procedures.
t. Supervision over the press clipping work recently transferred to the Library from O&M section (w.e.f 1st February 1994)
u. Library Reorganization.
v. Library Modernization.
4. Regulation of pay and other terms of deputation:
The pay of the selected candidate will be regulated under the provisions contained in the Dept. of Personnel & Training O.M. No. 2/29/91-Estt. (Pay-II) dated 05.01.1994 as amended from time to time.
5. Age limit:
The maximum age-limit for appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of applications.
6. Period of deputation
Period of deputation shall be initially for one year to be extended for a maximum period of three years.
7. Consultation with UPSC:
Selection on each occasion shall be made in consultation with the Union Public Service Commission.
8. Reservation for SC/ST:
No provision for reservation exists for the posts to be filled up on deputation basis.
9. Application along with Bio-data (in duplicate) in the prescribed proforma (Annexure-I) of the eligible candidates whose services can be spared immediately on selection, together with the certificate from the forwarding Authority (in proforma Annexure-II) along with the following documents:
(i) Integrity certificate
(ii) Statement of major/ minor penalties imposed if any, on the official during the last 10 years; (if no penalty has been imposed a ‘nil’ certificate should be enclosed).
(iii) Vigilance clearance certificate.
(iv) Attested photocopies of the ACRs for the last five years i.e. 2007-08 to 2011-2012 (attested on each page by an officer not below the rank of an Under Secretary to the Govt. of India).
(v) Cadre clearance.

10. The candidates who apply for the post will not be allowed to withdraw their candidature subsequently.
